Lavrov, ‘what was decided in Anchorage must remain as planned’

Russia will not accept Anchorage’s “removal” of the letter and spirit of Donald Trump’s Ukraine peace plan. Foreign Minister Serghei Lavrov said this, quoted by the Interfax news agency, referring to what was discussed between American and Russian leaders Vladimir Putin at a summit meeting in mid-August. According to Lavrov, Trump’s initial 28-point plan respects what was discussed in Alaska, and is currently the only document Moscow has received, partly through unofficial means. Therefore, Russia is waiting for an “intermediate version” of the plan, agreed by the US with European countries and Ukraine.

Europe had the opportunity to play a role in a peaceful resolution of the Ukraine conflict, but Europe has “failed on all fronts” since 2014. Lavrov referred to claims by European leaders that no decision can be taken without their involvement. Moscow’s diplomacy chief instead stated that Russia “appreciates the position of the United States, which is the only one in the Western world, unlike London, Brussels, Paris, Berlin, which shows the initiative to find ways to find a solution”.

Sources, use of Russian assets for Kiev is again being discussed in the EU

The option of using immovable Russian assets to finance Ukraine “has returned to the table of European leaders” after being “ruled out” for several days amid the crisis sparked by the 28-point US-Russian plan. In fact, one of the outcomes of the Geneva process was to “separate” the European theme, which as far as we know would have been the result of “separate negotiations”. The 27 countries are united in the fact that the US and Ukraine must not be left to decide solely on European issues on their own. The emerging mood is ‘nothing about the EU without the EU’ after years of ‘nothing about Ukraine without Ukraine’. Regarding assets, we are back to square one, with the three options document put forward by the European Commission and Belgium still having doubts.

Media, this is the important point of the new plan regarding Ukraine

Some points of the new 19-point peace plan are starting to emerge, born of acrimonious negotiations between America, Ukraine and Europe, after America’s 28-point plan sparked protests from Kiev and Europe. Reuters on its website discusses the main points of the European draft although it is worth noting that there are other versions of the text, reported by American and British media, which differ in part from the copy obtained by Reuters. Regarding territorial concessions, the latest draft claims that “Ukraine undertakes not to recover its occupied sovereign territories by military means. Negotiations regarding territorial exchange will begin on the Line of Contact.” Regarding NATO, the 19-point plan states that “Ukraine’s membership in NATO depends on the consensus of NATO members,” according to Reuters. It is underlined that there is currently no consensus, but the text leaves the door open. For the armed forces, the European plan suggests that the Ukrainian army be “limited to 800,000 men in peacetime” rather than 600,000. In both plans, Russia’s much larger military is not required to make budget cuts. Regarding the upcoming elections in Ukraine, the European draft only states that elections should be held “as soon as possible” after the agreement is signed.
